南水北调东线北延进京工程规划研究 被引量:2

摘要 北京市水资源严重短缺,在考虑南水北调中线扩能增加供水量的条件下,到2030年水资源供求缺口仍有9~14亿m^3。南水北调东线外调水源可靠、水量充足、水质达标,向北延伸具有可行性。通过水资源供需平衡计算,确定2030年东线北延进京工程调水规模10亿m^3。基于低碳发展理念,探索在河北省文安县新建文安洼水库(库容4.2亿m^3)将汛期不调水调节为全年连续输水进京。北京境内工程布局以优水优用、一水多用为目标,现有一环输水线路(107 km)水源为优质中线水,供城市生活为主;规划二环输水线路(140 km)水源为东线北延水,供生态环境为主。以此,促进形成一环、二环分质供水,相对独立,调度灵活,运行安全及备用可靠的工程体系。 Water resources is quite scarce in Beijing,for which there is to be a lack of about 0. 9~1. 4 billion m3 of water under the consideration of the increase of water supply from the capacity expansion of the Mid-route of the South-to-North Water Transfer Project by 2030 yet. The water diversion from the East-route of the South-to-North Water Transfer Project is reliable with sufficient water amount and qualified water quality,which has the feasibility of the northward extension. Through the relevant water resources supply-demand balancing calculation,it is determined that the water diversion scale is to be 1 billion m^3 for the Project of the Northward Extension from the East-route of the South-to-North Water Transfer Project into Beijing in 2030. Based on the concept of low-carbon development,it is studied to adjust the operation mode,that is no water is diverted out during flood season,of the newly built Wenanwa Reservoir( the total capacity of 0. 42 billion m^3) into the yearly continuous water conveyance into Beijing. The layout of the relevant projects within Beijing takes optimal water for optimal utilization and multiple use of water as the target,and then the water source for the existing first circle water conveyance route( 107 km) is the high quality water from the Mid-route of the South-to-North Water Transfer Project,which is mainly used for the urban domestic water consumption,while the water source of the planned second circle water conveyance route( 140 km) is to be the water from the Project of the Northward Extension from the East-route of the South-to-North Water Transfer Project into Beijing,which is mainly used for the eco-environmental water demand. On the basis of this,a relatively independent,flexible scheduling,safe operation and reliable standby engineering system of dual water supply for the first and second water conveyance circle routes is promoted to be formed.
