摘要
为克服长期困扰西部高校科研能力整体水平低下、高端科研人才匮乏、西部地区经济持续增长乏力的困境,提出了"外智引联"的新型跨区域多主体合作模式。针对传统任务分解方法不科学导致的任务随意指派、高端人才流失严重、高水平科研成果稀缺、团队生命周期短暂等现实管理难题,通过对外智引联型创新团队的任务进行阶段性分解,同时综合考虑任务粒度、任务耦合度、任务均衡度关系的基础上构建了任务分解方法的实现思路框架以及求解算法。最后,运用案例验证了任务分解方法的可行性。
The scientific research ability of universities in the western China is low, advanced talent of research is lack, and the econ- omy of the western China is in sluggish growth. In order to overcome the above dilemma, it proposed a new inter-regional and muhi-a- gent cooperation mode called intelligence-a|liance innovative team. Traditional unscientific task decomposition method resuked in task assignment at random, a serious brain drain of high-end, high-level scientific research achievements scarce, the team short life cycle and so on. So it suggested to decompose the task for intelligence-alliance innovative team, and construct implementation approach frame- work of task decomposition and matching algorithm based on the consideration of the relationship of task granularity, task couple and task balance. Finally, it used a specific case to verify the feasibility of the task decomposition approach.
