摘要
美国国家早期教育研究中心(The National Institute for Early Education Research,简称NIEER))成立于2002年,主要关注早期教育发展,通过开展和传播基于实证的学术研究和政策分析来支持早期教育的卓越与公平发展。成立15年来,研究中心的研究脉络发生了转变,从侧重基础研究到侧重对策研究,从侧重宏观政策分析到将政策分析与开展早期教育项目相结合,从关注早期教育个别问题到关注全方位问题。《美国国家早期教育年鉴》的出版与发行、早期学习成果提高中心(the Work of Center on Enhancing Early Learning Outcomes,CEELO)的工作、早期教育质量评估与政策评估、国际研究、STEM教育等问题是研究中心近期的研究重点。在发展过程中,研究中心形成了以下研究特色与优势:独立的研究立场与研究过程,基于科学与证据的专业政策分析与制定,拥有独立开发的研究测评工具与数据信息系统以及敏锐高效的政策反应能力。研究中心的发展路径与研究脉络对我国新型教育智库特别是高校教育智库的发展模式具有一定的参考和借鉴价值。
Founded in 2002, the National Institute for Early Education Research (NIEER) supports excellence and equity in early childhood education by conducting and disseminating nonpartisan research and policy analysis. The Institute is committed to promoting young children's early learning and development through science and evidence-based policy making. Since it was founded 15 years ago, NIEER' research frame has changed as follows: from the emphasis on basic research to focus on the countermeasure research, from the focus on macro policy analysis to policy analysis combined with early education projects, from focus on individual early education problems to focus on comprehensive problems. The publication of The State Preschool Yearbook, the work of Center on Enhancing Early Learning Outcomes (CEELO), early educational quality evaluation and policy-evaluating of early education, international studies and STEM are the current research focuses of NIEER. In the process of development, NIEER has formed the following research features and advantages: independent researching standpoints and researching process, science and evidence-based policy making, with independently developed research assessment tools and data information systems, and keen and efficient policy response ability. NIEER's development path and research frame has referenced value on the development of Chinese new education think- tank, especially the college education think-tank.
