This paper introduces the definition, the basic content and development requirements of the grassroots management of manufacturing enterprises.Targeting at the deficits in the development goal and grassroots management of S steel mills, this paper proposes to continuous improve and enhance in order to keep strengthening competitiveness from the perspective of optimizing system of grassroots management, continuous improving spots and culture of spots.
