国有自然垄断行业反垄断规制路径研究——以电力行业为例

Research on the Path of Antimonopoly Regulation in the State-Owned Monopoly Industry:A Case Study of the Electric Power Industry

传统理论认为电力行业具有较强的自然垄断性,但随着社会发展,电力行业发电、输电、配电、售电四个环节中的垄断性已发生较大变化。应对电力行业各个业务环节按照自然垄断性强弱进行划分,制定出对各环节打破垄断、实现有效竞争的策略。电力行业内的发电、售电环节都是完全可竞争的领域,可以彻底市场化;输电环节因其巨大的固定资本沉没性和规模经济性,仍属于典型的自然垄断,适合垄断经营;配电环节可适度引入竞争。

The traditional theory that the power industry has a strong natural monopoly,but with the social development,power generation,transmission,distribution and sale of electricity in the four aspects of the monopoly has been greatly changed.In response to the various business segments of the electric power industry in accordance with the nature of the strength of the division,to develop a monopoly to break the monopoly,to achieve effective competition strategy.Electric power industry in the power generation and sale links are fully competitive field,can a thorough market;transmission link because of its huge fixed capital sunk and scale economy,still belongs to the typical natural monopoly,monopoly for;and distribution links can be appropriate to introduce competition.
