商事制度改革是深化社会主义市场经济体制改革的重要内容。广东省珠海横琴新区率先在全国试点,开展商事制度改革,从工商登记便利化入手,经历了从"宽进"初期探索向"宽进+严管"一体化提升的过程,有效推动了行政审批制度改革,加快政府职能转变,提升监管服务效能。可借鉴横琴商事制度改革的成功经验,进一步加强制度衔接,完善法制保障;建立商事登记大数据信息中心,加强数据分析与应用;理顺监管职责,推动配套改革,构建以信用为核心的新型市场监管模式。

Business system reform is an important part of deepening the reform of socialist market economy system. Hengqin in Zhuhai Guangdong province is the first pilot to carry out the reform of commercial registra- tion. Starting from the facilitation of business registration, undergoing the change from the early exploration of ＂lenient entry＂ to the integration of ＂lenient entry and the strict control＂, this practice has effectively promo- ted the reform of the administrative approval system, accelerated the transformation of government functions and improved the efficiency of supervision service. By learning from the successful experience of business sys- tem reform in Hengqin, we can further strengthen the system convergence and improve legal protection; by es- tablishing the large data centers of commercial registration, we can strengthen data analysis and application; by straightening out the regulatory responsibilities to carry out matching reforms, we can construct a new mode of market supervision based on credit.
