家庭农场发展环境因素及优化对策

Environmental Elements and Countermeasures of Family Farm’s Development

家庭农场发展的环境影响因素众多且繁杂,加之我国家庭农场正处于起步阶段,因此,应对家庭农场发展的社会和经济条件给予更多关注,从政策、经济、社会和技术层面对家庭农场发展环境的影响因素展开分析,并在此基础上构建以家庭农场发展环境为总目标层,以政策环境、经济环境、社会环境和技术环境为一级要素层,以各类环境构成要素为二级要素层,以各要素代表性指标为具体指标层的家庭农场发展环境构成要素分析模型。应因地制宜稳步推进家庭农场发展,多方发力拓展家庭农场金融服务,以公共服务机构为依托健全社会化服务体系,政府引导推进土地流转市场化,加强对家庭农场的政策扶持。

There are many factors affecting the development of family farm, and the family farms in our country are in the initial stage. Therefore, more attention should be paid to the social and economic conditions of the development of family farms. The political, economic, social and technical elements of family farms＇de- velopment environment are explained systematically and comprehensively in this paper. On this basis, the en- vironmental elements analysis model of family farm development is established taking the development environ- merit of family farm as the general target layer, the policy environment, economic environment, social environ- ment and technical environment as the primary elements layer, various environmental elements as the seconda- ry elements layer, and the representative indicators of each element as the specific indicators layer. The devel- opment of family farms should be promoted steadily based on the local conditions with countermeasures inclu- ding establishing diversified agriculture - supporting financing channels, improving social service system based on public service institutions, promoting land transfer marketization with government guidance, and strengthe- ning policy supports for family farms.
