区域创新环境影响创新能力的理论与实证探究

A Theoretical and Empirical Study on the Impact of Regional Innovation Environment on Innovation Ability

在创新驱动的经济新常态背景下,区域创新能力提升对于区域经济增长具有重要影响。利用京津冀地区2008~2013年的创新活动数据,实证分析区域创新环境对创新能力的影响程度,结果表明:创新环境对创新能力有长期的支持效应;其中,网络环境、金融环境、政策环境对创新能力的影响显著,而教育环境的影响程度有限。在京津冀协同发展的过程中,应充分发挥金融和互联网两个维度的叠加效应,继续推动金融创新,同时引导教育资源的辐射扩散,加快创新要素在区域内的自由流动。

Under the background of economic new normal driven by innovation, the improvement of the regional innovation ability could have a great impact on the regional economic growth. Based on the data of the innovation activities of Beijing, Tianjin and Hebei Province from 2008 to 2013, an empirical study is conducted in this pa- per to analyze the impact of regional innovation environment on innovation ability. The result indicates that the innovation environment has a long-term supporting effect on the innovation ability. The network environment, fi- nancial environment and policy environment have a significant impact on the innovation ability. But, the educa- tion environment has a limited impact on it. During the coordinated development of Beijing, Tianjin and Hebei, it is essential to give full play to the finance and internet and continue to promote the financial innovation. It is still vital to give impetus to the spread of the educational resources in order to accelerate the free flow of the inno- vative factors in the region.
