期刊防范学术不端的深度反思——兼谈对AMLC系统的理性认知

Deep Relection on Academic Misconduct Prevention of Journals——Rational Cognition of AMCL System

对来稿进行学术不端检测是编辑部初审稿件的重要工作,检测过程往往存在过分依赖软件,对结果“一刀切”的倾向。文章通过深入分析,揭示了学术不端文献检测系统AMCL的弊端,并从法律层面界定了合理引用与抄袭的界限;指出对检测结果要理性分析,依靠但不依赖,必要时通过同行专家作出正确判断;对系统的不足提出了改进建议;对学术不端的防范机制进行了深度反思,提出了综合治理的建议。

Academic misconduct detection of papers is an important work of the initial review of editorial office; however, the detection tends to excessively depend on software and causes the result of ＂one-size-fits-all＂. Through in-depth analysis, this paper reveals the drawbacks of AMCL detection system and defines the boundary of reasonable quotation and plagiarism from a legal perspective. Meanwhile, it indicates that detection results should be treated with rational analysis and proper dependence; if necessary, it makes a correct judgment with the help of peer experts. And the suggestions for the system improvement are also provided. By the deep reflection on the preventive mechanisms for academic misconduct, it proposes comprehensive management suggestions.
