地方智库有效协同:理论框架与实现机制——以温州地方智库为例

Effective Collaboration of Local Think Tanks:Theoretical Framework and Realization Mechanism——A Case Study of the Local Think Tanks of Wenzhou

随着复杂性时代的到来,社会要素的高速流动性、公共事务治理的不确定性与复杂性、社会高风险性等特征日益凸显,迫切要求地方智库开展有效协同行动,共同应对复杂情境下所面临的风险和挑战。有效协同作为复杂性时代下地方智库的创新发展,它以知识整合创新为目标,以目标协同、资源协同、组织协同为保障。通过对温州案例的研究发现,促进地方智库有效协同须从建立"民生导向型"目标协同机制、"利益共荣型"的资源协同机制和"功能耦合型"的组织协同机制等方面下功夫。

With the advent of the times of complexity, social governancefaces theincreasingly prominent challenges of high - speed mobility of social elements, uncertainty and complexity of public governance, andthe high social risks. It urgently requires the local think tanksto collaborateeffectively to respond. As the innovative development of the local think tanksat the times of complexity, effective collaboration aims to integrate knowledge with innovation, guaranteed by target, resource and organization coordination. Through the study of Wenzhou case, it is found that a lot of efforts shall be concentrated on establishing the collaboration mechanism with livelihood - oriented goals, benefit - sharing resource and function - coupling organization in order to foster the effective collaboration among local think tanks.
