摘要
机动性与可达性是城市交通规划与设计的两个重要方面。通常,我们将人们利用各种交通方式出行的权力及便利性称为机动性,此前,我们常关注通勤机动性(如BRT)、商务机动性(如购物班车)和弱势群体机动性(如残疾人出行),但往往忽视了机动性的另一个重要方面——公务机动性。"公务自行车"因涉及绿色出行,同时又涵盖公车改革和降低"三公经费"等老百姓非常关注的问题,在社会上引发热议。论文为探究该公务出行新方式的可行性,以南京市鼓楼区政府的公务自行车为研究对象,对公务人员和普通市民分别进行了问卷调查和访谈,对公务出行行为进行了随车调查和出行模拟,并在此基础上从出行效率、出行成本和碳排放3个方面对比了公务汽车和公务自行车两种出行方式。调查分析结果充分肯定了公务自行车的可行性和合理性,但同时也暴露出了一些问题。为了更好地推广公务自行车这种合理可行的公务出行方式,并尽可能将其优点放大,进而从公共政策调整、规划设计优化和社会观念引导3个角度提出改进建议。
Mobility and accessibility are two important aspects of urban traffic planning and the mobility is generally described as the right and convenience of using transport. We usually keep a watchful eye on commuter mobility, business mobility, and the mobility of vulnerable groups, but tend to ignore the mobility of public business, which is also an important aspect. "bicycles for officials" has become a hot topic due to the issues of public concern, such as green travel, the reform of official-business-car-using system, the reduction of the public expenses and the like. In order to explore the feasibility of this new traffic way for public business, a survey has been conducted on the official bicycles of Government of Gulou District in Nanjing by means of questionnaires and interviews on both officials and citizens as well as follow-up and simulation surveys on official travel behavior. On this basis, comparisons between official bicycles and cars are made in terms of efficiency, cost and carbon release. The results substantiate the feasibility and rationality of "bicycles for officials" as well as some problems. In order to promote this feasible and reasonable bicycle transportation and magnify its advantages, improvement suggestions are proposed in this paper from the perspective of adjusting public policy adjustment, urban planning optimization and social values guidance.
