The above three measures are based on the excellent leadership of universities. Excellent leadership needs to organizational trust that means the trust of the University Statutes. On the basis of the theoretical analysis and the explanation of the University Statutes phenomenon, a model of the University Statutes can be constructed, which helps the University Statutes to become a habit of university governance theoretically.
