专业学位研究生教育的有序发展离不开专业学位目录的规范与管理。研究发现,专业学位目录具有特定功能和价值,其类别与领域互为依存,领域可以逐步升格为类别。研究建议,进一步明确专业学位类别和领域的准入条件、设置程序及权责边界;按照放管结合、抓大放小的原则,由国家层面统筹管理专业学位类别设置,由学校层面自主设置专业学位领域;实行专业学位类别与领域的质量关联和动态调整,在规范、有序前提下的自主发展。

The well-organized development of master of professional studies depends on the normalization and governance to professional degree catalogue. According this study, catalogue of professional degree has specific function and value that the types and fields of catalogue are interdependent, and fields could upgrade to types. The study suggests that the access criteria, process and duty-right boundaries of types and fields should be further defined; the government should governance and plans the types, and the university should build the fields independently on the principle of management and delegating, and poor selling so that professional degree can develop autonomously with prescriptions and orders as its types and programs＇ qualities are interrelated and their adjustments are dynamic.
