日本高等教育国际化的新路径——以“加强大学世界拓展力事业”为例

A New Approach for Japanese Higher Education's Internationalization——Taking Re-inventing Japan Project as an example

"加强大学世界拓展力事业"是日本文部科学省于2011年开始新推出的高等教育国际化项目。该项目力图通过与国外大学合作实施学生交流和互换,以培养全球化人才,增强日本高等教育的国际竞争力和影响力,最终实现为国家的发展战略服务。"加强大学世界拓展力事业"在国家战略中的角色定位、校际合作、学生交流等方面都体现了不同于此前高等教育国际化项目的特色。目前,该项目也取得了一定成果,通过区域化合作明确了为国家发展战略服务的目的;通过完善校际合作交流体系提升了高等教育国际化水平;通过提升学生派遣的实效性增强了日本学生的国际参与意识。

Re-inventing Japan Project is a higher education international, which was launched by the Ministry of Education, Culture, Sports, Science and Technology of Japan in 2011. This project aims to carry out student communication and exchange through cooperation with foreign universities to cultivate globalized talents, enhance international competitiveness and influence of Japanese higher education, and finally to service the national development strategly. Re-inventing Japan Project different from previous international projects of higher education, which aim at national strategy, inter-school cooperation, and student exchanges, etc. At present, the project has certain achievements, that is, it defines the purpose of serving national development strategies through regionalized cooperation, promotes the internationalization level of higher education through improving the interschool cooperation and exchange system and enhances the awareness of international participation of Japanese students through advancing the actual effects of student dispatching.
