大数据时代城市公共安全应急管理体制创新思路

Innovative approaches to the emergency management system of urban public safety in the big data era

近年来,我国城市跨层级、跨部门公共安全事故频繁爆发,传统应急体制中"数据壁垒、条块分割,信息不畅、应急迟缓,主体单一、缺乏合力"等弊端日益凸显。"大数据"时代的来临,为城市公共安全应急管理体制创新注入了新的理念和能量。顺应大数据时代理念、方法、技术要求,城市公共安全应急管理应着力加强统筹规划体制、辖区分级管理体制、行业协作管理体制、社会参与体制和城际合作体制创新。

In recent years, accidents concerning urban public safety at different levels and departments have occurred frequently in Chi- na, while the weaknesses of the traditional emergency system have become increasingly prominent;for example, the data barrier leads to fragmentation, the information blockade brings out a slow response for emergency actions, and the individual responsibility results in a lack of cooperation. The advent of the big data era brings new ideas and vitality to the innovation of the existing emergency management system for urban public safety. In order to enhance the level of the emergency management for our urban public safety and meet the conceptual, methodological and technological needs in the big data era, we should concentrate on strengthening the institutional innova- tion of different systems in terms of the overall planning, the hierarchal jurisdiction, industrial collaboration, social participation and intercity cooperation.
