长江经济带发展国家战略是党中央、国务院科学谋划中国经济新棋局,做出的既利当前又惠长远的重大决策部署。长江安澜是长江经济带发展的基础。阐述了长江防洪减灾面临的形势,提出了新时期长江防洪减灾的理念和方略。树立以人民为中心的发展思想和山水林田湖是一个生命共同体的系统思维,遵循人水和谐的理念,按照"两个坚持、三个转变"的总体要求,建立标准适度的防洪工程体系,着力强化防洪非工程措施,统筹抗旱和生态环境保护,建成全面的防洪减灾体系,实现由控制洪水向洪水管理的转变,全面提升防洪减灾能力,支撑长江经济带绿色发展。

The national strategy of developing Yangtze River Economic Belt is a significant decision and deployment made by the Central Committee of the CPC and the State Council in the scientific planning of China＇s new economic pattern for current and long - term benefits. Changjiang River safety is the foundation for developing Yangtze River Economic Belt. The flood control and disaster mitigation situation of Changjiang River is described and the concept, guidelines and strategies of the work are put forward. The development ideas of human- oriented and the systematic thinking of mountains, water, forest, lands and lakes as a whole should be established. In accordance with the concept of harmony between human and water and the general requirement of adhering to ＂two principles and transformation from three aspects＂ , flood control project system with appropriate standards should be built. With the focus on non - structure measures for flood control and coordination between drought relief and ecological con- servation, the comprehensive flood control and disaster mitigation system should be constructed to realize the transformation from defending flood to governing flood and enhance the flood control and disaster mitigation capability, which will provide support for Changjiang River Economic Belt development.
