财政分权、农地流转与农民工市民化

Fiscal Decentralization,Rural Land Transfer and the Civilization of Rural Migrant Workers

农民工市民化是我国新型城镇化的重要内容,农民工市民化缓慢已成为城镇化进程中的突出问题。本文通过分析财政分权和农地流转对农民工市民化成本分摊影响的机理,发现财政分权导致农民工享受城镇基本公共服务偏少,农地流转不能明显增加农民财产收入,土地财政和农地非农化流转侵害了农民的合法权益,削弱了农民工承担市民化成本的经济基础,阻滞了市民化进程。为此,建议进一步完善公共财政体制,充分保障农民农地流转的财产权益,加快机制创新,提高地方政府和农民工分摊市民化成本的能力,从而促进农民工市民化。

The civilization of rural migrant workers is an important part of China＇ s new urbanization; the slow civilization has become a prominent issue in the process of urbanization. This paper analyzes the mechanism of the impact of fiscal decentralization and rural land transfer on the cost sharing of migrant workers, and finds that： fiscal decentralization leads to less enjoyment of the basic public services of rural migrant workers, rural land transfer cannot significantly increase farmers＇ property income, land finance and rural land conversion circulation infringe the legitimate rights and interests of farmers, weaken the economic basis of rural migrant workers to bear the costs of civilization, and hinder the process of urbanization. It is recommended to further improve the public fiscal system, protect farmers＇ property rights of land transfer, accelerate the innovation of mechanism, and improve the ability of local government and migrant workers to share the costs of civilization, so as to promote the civilization of rural migrant workers.
