财政分权与中国经济增长质量关系——基于全要素生产率视角

Study on the Relationship between Fiscal Decentralization System and the Quality of China's Economic Growth——Based on the Perspective of Total Factor Productivity

中国正处于新常态下经济发展的关键期,财政分权改革对其经济结构调整的重要作用无疑被提升到了战略性的高度。本文利用中国29个省(市、自治区)2000-2014年的面板数据,采用SYS-GMM计量分析方法,研究财政分权对我国经济增长质量的作用,得出结论如下:无论从全国层面还是从地区层面来看,财政分权对经济增长质量都具有显著的促进作用,并且会因地区的不同而导致促进效果的差异化。其中,西部促进效果最大,中部促进效果适中,而东部促进效果最小。中央转移支付在财政分权中也发挥着重要的作用,对中西部的作用效果要好于东部,折射出地区转移支付制度优化和调整的必要性。最后,依据实证结论提出政策建议。

China is at a critical period of development under the new normal. Under this background, the important function of fiscal decentralization reform for the economic structure adjustment will undoubtedly be promoted to a strategic height. This article makes use of the SYS-GMM to study the relationship between fiscal decentralization and quality of economic growth based on 29 provinces＇ （municipalities and autonomous regions） panel data from 2000 to 2014 in our country. And the conclusion is that： Whether from the national perspective or from regional perspective, fiscal decentralization has a significant effect on promoting the quality of economic growth. And the effect is different due to different areas of the region. Among the promoting effects, the promoting effect in western regions is the most, the promoting effect in central regions is less, and the promoting effect in eastern regions is the least. The central transfer payment also plays an important role in fiscal decentralization. The effect of the central and western regions is more than that in the eastern, which reflects the necessity of the optimization and adjustment of the transfer payment system. Finally, according to the empirical conclusion, this article proposes some policy implications.
