供给侧新视角下高等教育非均衡发展问题研究 被引量:5

摘要 通过界定高等教育均衡发展内涵,基于供给侧视角分析高等教育发展失衡现状主要表现为高等教育供给主体在人才培养、科学研究、社会服务等三者之间资源配置出现失衡,人才培养资源供给与需求比例失调,科学研究自身结构性失衡,高等教育供给结构单一,以及高等教育供给主体区域布局不合理等五大问题,并从高等教育参与者信息不对称、高等学校评价制度不完善、高等教育主体评价体系错位等三个方面解释高等教育非均衡发展原因。最后,根据高等教育发展失衡现状和原因,基于供给侧视角,有针对性地从自主演变与政策引导相结合、高等教育供给结构多元化、弥补人才培养短板、完善高等教育评价体系等四个方面提出高等教育均衡发展新路径。 By defining the connotation of the balanced development of higher education,this paper analyzes the current situation of the imbalanced development of higher education from the perspective of supply side,which shows that it is caused by five problems.They are the imbalance of resource allocation between the three sides of the talent supply,scientific research and social service of the provider of higher transaction,the imbalance between supply and demand of talent cultivation resources,the structural imbalance of scientific research,the single structure of higher education supplement and the unreasonable regional distribution of the provider of higher education. This paper also explains the reasons of unbalanced development of higher education from the following three aspects:information asymmetry of higher education participants,imperfect evaluation system of higher education institutions and dislocation of higher education evaluation system. Finally,according to in the current situation and the reasons of the imbalanced development of higher education,this paper puts forward the new path of balanced development of higher education based from the following four aspects: the combination of independent evolution and policy guidance,the diversification of supply structure of higher education,the supplement of talent training inefficiency and the improvement of higher education evaluation system.
