摘要
教育中介组织作为公共教育治理的主体,具有提供信息服务等功用。在实践中,教育中介组织参与公共教育治理面临重重困境:政府和社会的认知存在偏差;法律法规不健全;制度供给不足;内部治理结构不完善、社会公信力低及参与能力不强等。要使其有效参与公共教育治理,需要对其正确认知和审视;完善相关法律法规;转变政府职能,优化制度环境;健全培育和扶持政策;完善内部治理结构;健全监管和评估体系,完善激励和问责机制。
As the main body of public education governance,education intermediary organizations provide information services.Practically,the education intermediary organizations are faced with many dilemmas in public education governance,including cognition bias between the government and society,incomplete laws and regulations,insufficient system supplement,imperfect internal governance structure,low social credibility and weak ability to participate in and the like. In order to make the best use of its participation in public education governance,some measures need to be taken by the right cognition,such as to formulate and improve relevant laws and regulation,to change the government functions scientifically,to optimize the institutional environment,to enhance the cultivation and support policies,to optimize the internal governance structure,to improve the supervision and evaluation system and the mechanism of incentives and accountability.
