冲突治理视角下的政策过程模型

A Policy Process Model in the Perspective of Conflict Governance

本文试图将冲突治理这一新视角引入到政策过程研究中,从而更好地理解政策制定。在回顾现有政策过程理论和冲突治理理论的基础上,初步构建一个冲突治理视角下的政策过程模型框架。此框架包括政策过程不同阶段的冲突特征、冲突的演化及冲突的行动者等要素,以及冲突过程与政策过程的互动。然后,以专车政策为例,对该模型进行了阐释与说明。

This article attempts to introduce a new perspective of conflict governance into the research of policy process. After reviewing the existing policy process theory and conflict governanee, the article proposes a preliminary framework of policy process model in the perspective of conflict governance. The framework includes highlights of the interaction of conflict process and policy process. The case of China＇s online car-hailing policy is employed to explain how the framework is used.
