The Academic Interpretation and Institutional Basis of the Cooperative Supply of Public Service

根据各类公共服务的社会特性、消费特性、交易因素和人为因素分析其最适宜的组织形式和投资管理模式,为公共服务协同供给寻找学理根据。公共服务协同供给面临保障制度碎片化、主体身份限制、"供给侧"财政投入、制度化标准化程度低、信息资源共享难、监管到位难等障碍,亟需推动公共服务组织结构网络化、建立"钱随人走"的公共财政制度、健全供给主体公平竞争制度、健全公共服务合同及合同监管制度、健全信息资源共享制度。

Based on the social characteristics, the consumption feature, the transaction factors and the anthropogenic factors of the main kinds of public service, the optimum forms of supply organization and the optimum models of management of investment can be found for the cooperative supply of public service. The cooperative supply of public service faces obstructions, such as scattered security system, status society, fiscal systems of investment on supply side, low standardization level, and supervision weak. So the network organization structure, fiscal systems of investment on demand side, contract system, supervisory system and information sharing system must be improved.
