Chinese political traditions and the modernized governance

判定国家治理现代化有五个维度,即组织的效率、理性化、能否促进社会主义核心价值观的实现、要考量社会组织的参与和贡献程度、国家治理过程中的投入产出比。实现中国国家治理现代化应逐步建构起以"分权"为导向的制度体系,构建职权边界清晰的有限政府,将建立职能科学、权责法宝、执法严明、公开公正、廉洁高效、守法诚信的法治政府作为立法和党建工作的重点,纳入人大、党委和政府的考核评估体系。

The five perspectives to judge the modernization of national governance refer to efficiency, rationality, adequacy to realize the core value, social participation and ratio of investment and production during the governance. This paper argues for the division of power, clarification of a government with limited functions and power, and construction of a legislative government with scientific functioning, responsibility and liability, strict enforcement, justice, clean and credibility.
