我国粮食产业的发展困境和应对策略——兼论稻谷最低收购价政策能否取消

Predicament and Strategy of Food Industrial Development in China: Concurrent Discussion on Whether to Cancel Policy of Rice Minimum Purchase Price

通过对当前我国粮食产业发展困境的梳理,从正反两方面对取消粮食最低收购价进行了分析,提出了我国针对粮食最低收购价政策应实施渐进式改革,充分发挥市场形成价格的决定性作用,探索建立"价补分离"制度,并辅以"外科手术"式措施,最终实现我国粮食产业平稳、健康和可持续发展。

Through the carding of the developmental predicaments of current food industry in China,we analyze whether the policy of rice minimum purchase price should be cancelled from the pro and con,and put forward the following strategies for the smooth,healthy and sustainable development of food industry in China： implementing a progressive reform of rice minimum purchase price policy,giving full play to the decisive role of the market price,exploring the construction of＂separation of price and compensation＂system,and supplementarily adopting ＂surgical＂measures.
