依法治企是全面推进依法治国的基本要求,也是企业持续健康发展的必由之路。环境保护法律风险已经成为油气田企业所面临的主要风险之一。本文简要分析了油气田开发与环境保护的关联关系,从环境保护法律制度、政府监管、企业违法成本、环境公益诉讼和公众环保意识等五个方面,深刻剖析了油气田企业面临的环保法治新常态,重点阐述了油气田企业法治精神培养、环境保护管理体制建设、生产组织管理方式转变、环境信息公开和依法维护企业合法权益等五大应对策略。

Running enterprises according to law is the basic requirement of comprehensively promoting the rule of law and the only way for enterprises to achieve sustained and healthy development. Environmental protection legal risk has become one of the major risks facing oil and gas fields. The paper briefly analyzes the relationship between oil and gas field development and environmental protection, and dissects the new normal of environmental protection faced by oil and gas fields from the five aspects of environmental protection legal system, government supervision, costs of breach, public interest litigation and public environmental awareness. It also lays out five measures to cope with the situation, including cultivating the spirit of running the enterprise according to law, developing an environmental protection management system, shifting production organization and management mode, providing access to environmental information and safeguarding the company＇s legitimate rights and interests.
