中小企业非生态生产的现状与策略选择--以福建省为例

Present Situation of and Strategies for Non-ecological Production of Small and Medium-sized Enterprises in Fujian Province

福建省生态发展总体上良好,但是进展比较缓慢,而且中小企业对环境的污染还比较严重。中小企业占全省企业总数的97%以上,所以福建省的生态建设关键在于中小企业。福建省中小企业非生态生产的原因在于企业环境保护意识薄弱、政府对中小企业的污染重视不够、中小企业治污成本较高、环境税收优惠政策执行效果不明显、政府及企业与社会公众之间信息不对称。为此,企业提高环保意识,政府重视对中小企业排污的管理,加大对中小企业环境治理的支持,发挥税收优惠政策的作用,搭建信息共享平台。

The progress of ecological development in Fujian Province is slow while it is implemented wen general- ly. And the environmental pollution of small and medium - sized enterprises （SEMs） is still serious. As small and medium enterprises accounts for more than 97% of the total number of enterprises in the province, the key to ecological construction in Fujian Province is small and medium - sized enterprises. The reasons of the non - ecological production of SEMs in Fujian Province include the weak consciousness of environmental protection, the lack attention of the government pay to the pollution of SEMs, the high cost of pollution control of SEMs, the unclear implementation result of environmental tax preferential policies, and the information asymmetry between the government, enterprises and the public. Consequently, to accelerate Fujian＇ s ecological development, on one hand, the enterprises should strengthen the environmental awareness. On the other hand, the government should stress great importance to the pollution - emission management of SMEs, support more for SMEs on environmental improvement, play a more effective role in implementation of preferential tax policies for SMEs, and build information sharing platforms.
