工业型村庄改造中的村干部企业家行为及逻辑——对苏南A村近30年变迁的考察

The Behavior of the Village Cadre Entrepreneurs and Their Logic in the Reform of Industrial-type Villages

与中西部农业型村庄相比,东部沿海地区的村庄改造往往建立在乡村工业化的基础之上,这就使得这些工业型村庄的改造具有一定的特殊性。本研究重点分析了村干部企业家在村庄改造中的行为及逻辑,发现工业型村庄的改造首先受到地方政府土地资本化逻辑的形塑,但村干部企业家也在其中找到了利益契合点。一方面通过村庄改造,村干部企业家事实上控制了村庄的土地资源,使得其企业的规模迅速扩大;另一方面村庄改造也为村干部企业家提供了政治表现的机会,对上级政策支持乃至迎合,巩固了自身的权力地位。

Compared with the middle and western agriculture-type villages in China, the eastern villages near to the sea are usually founded on industry as their base, which lead the reform of the industrial-type villages to some specificity. The research analyses the behavior of the village cadres as entrepreneurs in the reform of village, and find that the reform of industrial-type villages is modeled by local governmental logic of capitalized land first, but later the village cadre entrepreneurs can also find the point of sharing profit. On one hand, the village cadre entrepreneurs control the land resources in the reform of industrial-type villages, which lead to enlarge the scope of enterprises rapidly. On the other hand, the reform also offers opportunities for the village cadre entrepreneurs to behave better in politics through supporting or meeting with the policies of higher levels, in order to fix them self's powerful positions.
