摘要
文章利用安徽省2012年投入产出表构建了线性规划模型,设定了"十三五"期间优化模型的约束条件,在能耗总量和经济增长双重目标的约束下,得到产业结构优化的目标与最优方案,为安徽省调整产业结构和推动节能减排提出政策建议。研究表明:要实现节能减排目标,安徽省产业结构调整重点在于大力发展装备制造业和服务业,到2020年占GDP的比例分别上升到17.1%和43.0%,重点约束采矿业与高耗能行业,使其占比降低到2.7%和11.0%。如果目标的约束性较强,则需要进一步调控煤炭开采与洗选业、非金属矿物制品业、黑色金属冶炼和压延加工业。
The paper employs the input-output table of Anhui province in 2012 to construct the linear programming model, sets the constraints of the optimization model during the period of＂13th Five-Year＂, gains the goal of industrial structure optimization and the optimal scheme under the constraints of energy consumption and economic growth, and puts forward some policy suggestions for Anhui province to adjust the industrial structure and promote energy-saving emission reduction. The study shows that： it is important for Anhui province to develop equipment manufacturing and service industries to optimize industrial structure, which account for 17.1% and 43.0% by 2020 re-spectively. In addition, it is necessary to reduce the proportion of mining industries and energy-intensive industries to 2.7% and 11.0% respectively. Anhui province needs to focus on regulation of some key industries for more strict targets, including coal mining and washing industry, non metallic mineral products industry, ferrous metal smelting and rolling processing.
