社会保障支出对城乡收入差距的影响研究

A Study on the Impact of Social Security Expenditure on Income Gap between Urban and Rural Areas

社会保障支出具有明显的再分配功能,城乡之间社会保障支出的差异对于城乡收入差距的形成有一定的影响。文章对社会保障支出与城乡收入差距影响进行了理论分析、实证检验和效率评估,从理论上来说社会保障支出应该有利于缩小城乡收入差距,现实中存在城市偏向的社会保障支出则不利于缩小城乡收入差距,实证检验也印证了中国社会保障支出与城乡收入差距呈正相关性,而效率评估进一步说明了中国社会保障支出在缩小城乡收入差距方面效率低下。在建立社会保障支出稳定增长机制的同时,应该进一步加大农村社会保障的财政投入,并做好城乡社会保障制度的转移和续接,提高社会保障支出再分配和保障功能的效率水平。

Social security expenditure has an obvious function of redistribution, and the difference of social security expenditure between urban and rural areas has a certain impact on the formation of the urban-rural income gap. This paper makes the theoretical analysis, empirical test and efficiency evaluation on the impact of social security expenditure on income gap between urban and rural areas. From the perspective of theory, social security expenditure should be conducive to narrowing the income gap between urban and rural areas, the reality of urban biased social security expenditure is not conducive to narrowing the income gap between urban and rural areas. The empirical test also proves that the Chinese social security expenditure and income gap between urban and rural areas are positively correlated.Whereas the efficiency evaluation further illustrates that the Chinese social security expenditure in narrowing the income gap between urban and rural areas is inefficiency. We believe that when we build social security expenditure stable growth mechanism, we should also further increase financial investment of social security in rural areas, and do a good job in the transfer and continued access of social security system in urban and rural areas and, and improve the efficiency level of social security expenditure redistribution and guarantee function.
