云南省参与第三轮全国艾滋病综合防治示范区工作社会组织现状分析

Study of the Participation of Community Based Organizations in the HIV Prevention in the 3^(rd) Round China-care Program in Yunnan Province

目的了解云南省第三轮全国艾滋病综合防治示范区参与艾滋病防治的社会组织的现状及存在问题。方法采用普查法通过网络问卷调查收集信息,利用SPSS19.0进行数据汇总和分析。结果云南省有50个社会组织参与示范区艾滋病防治工作,有96.00%的社会组织未注册,专、兼职人员的中位数均是3人;88.00%(44/50)的社会组织有固定的办公场所,且主要由疾控中心和卫生行政部门提供;92.00%(46/50)的社会组织经费主要来源于政府购买服务;74.00%(37/50)的社会组织可提供HIV筛查检测服务。2014年社会组织提供暗娼、吸毒人群和男男性行为人群HIV检测量占当年辖区的50.41%(19 029/37 745),艾滋病病毒感染者/病人随访服务的人数占当年辖区应随访数的52.56%(9 087/17 289)。结论社会组织在云南省示范区高危人群干预和艾滋病病毒感染者/病人的关怀支持服务中发挥了重要作用,但组织自身发展仍存在不足,需进一步提高社会组织参与艾滋病防治的工作能力和水平。

Objective To understand the participation of community based organizations （CBOs） in the HIV preven- tion in the 3rd round China-care program in Yunnan province. Methods Internet census was used in the sur- vey. Data were summarized and analyzed with SPSS19. 0. Results There were 50 CBOs participated in the 3rd round China-care program in Yunnan province, 96. 00% of which did not register or had little full-time staff. The median of full-time and part-time staff were 3 respectively. 88.00% （44/50） of CBOs had work place, which was supported by CDC and health department. 92. 00% （ 46/50 ） of them were funded by gov- ernment purchase service and 74. 00% （37/50） of them could provide HIV test. The HIV test on target pop- ulation by CBOs was 50.41% （19 029/37 745 ） among local target population and the HIV/AIDS follow-up was 52. 56% （9 087/17 289）among local HIV/AIDS in 2014. Conclusion CBOs play an important role in the intervention and HIV/AIDS follow-up in China-care program in Yunnan province. However, there are still weaknesses in the COBs, more support should be provided for better work.
