电网企业沙盘模拟的研究与应用

Research and application of sand table simulation in power grid enterprises

在新一轮国企改革的背景下,电网企业被定义为中央管理的公益型国有企业,同时兼具公益和盈利双重属性任务。未来电网企业将重点围绕安全生产、优质服务、经营管控等多目标平衡,以及面临地区发展不平衡的资源配置等难题。文章从辅助决策工具研究设计的角度,概述如何构建基于电网企业经营管理的沙盘模拟系统,在满足战略、经营等目标的前提下,如何有效地平衡资源,提出多目标最优的经营策略,提升企业及管理人员的经营决策能力,从而推进战略落地。

In the context of the new round of state-owned enterprise reform, the power grid enterprises are defined asthe public welfare state-owned enterprises under central management, which shoulder the dual tasks of public interestand profitability.In the future,power grid enterprises will focus on the balance of many goals of safety production,quality service,management and control, as well as facing the problems such as the unbalanced resurce allocation inthe development of different regions.From the perspective of researching and designing the auxiliary decision-makingtool,this paper outlines how to build sand table simulation system based on the management of power grid enterpriseand at the meanwhile,on condition of meeting the targets of strategy and management, outlines how to balanceeffectively the resources, to put forward the optimal management decisions of muti-objective, and to improve thecapability of operating decising of the enterprises and managers,so as to promote the implementation of the strategy.
