民族地区公民法律素质的调查与思考——以重庆渝东南地区为例

Survey and Thinking on the Citizen's Legal Quality in Minority Area——Take the Yu South-east Areas of Chongqing as Example

公民法律素质的提高是实现依法治国方略的关键与核心。重庆渝东南民族地区公民法律素质调查结果表明:公民法律素质有待提高,存在学法意识较弱,法律认知亦存偏差、用法意识较强,但用法能力存欠缺、守法意识较强,但是意志不够坚定等问题。建议强化普法教育,注重教育实效、优化法治环境,彰显法治魅力、完善法律服务,满足群众需要,着力提高公民法律素质,为重庆市"十三五"经济社会发展营造良好法治环境夯实基础。

Improving the citizen＇s legal quality is the key factor of the strategy of realizing the rule of law. The research of the citizen＇s legal quality of the South-east areas inhibited by minorities in Chongqing shows that the civil legal quality needs to be improved and the legal awareness is weak and there is deviation in people＇ s cognition of taw. The citizens there have strong sense of using the law but they don＇t have enough ability. They have strong sense of obeying the law but they don＇t have strong will. It is suggested that legal education should be strengthened and great importance should be attached to the practical effect. The legal environment and service should be perfected and meet the need of the citizen and the charm of law should be manifested. Last but not least, people＇s legal quality should be improved and thus to lay a solid legal foundation for the 13th Five-Year economic and social development of Chongqing.
