摘要
我国的土壤污染状况不容乐观,在水、大气、放射性污染防治相继出台有关法律之后,土壤污染防治法迟迟未能落地。2016年5月28日,国务院颁布实施了《土壤污染防治行动计划》,为土壤污染防治法的制定提供了政策环境,土壤污染防治法制定的必要性和可行性已经突显,加快立法进程不仅要借鉴国外先进经验,还要更多的考虑我们的国情,建立起土壤污染防治的制度体系,才能有效地缓解和治理当下的土壤污染。
The soil pollution situation is not optimistic in our country, with the prevention and control of water, atmosphere, ra- dioactive contamination have issued relevant laws, soil pollution prevention law has failed to fall to born. On May 28, 2016, the state council issued and implemented the action plan for soil pollution prevention and control, provides the policies for the prevention and control of soil pollution environment, the necessity and feasibility of soil pollution prevention law formulation has been highlighted, accelerate legislation process should not only draw lessons from foreign advanced experience, need more to consider our national condition, establish the system of soil pollution prevention, to effectively ease and governance of the soil pollution.
