公安派出所刑事侦查活动的检察监督机制

检察机关作为国家的法律监督机关,履行着对公安派出所侦查活动监督的法定职能,完善对派出所侦查活动的监督是检察改革的重点任务,是规范公安机关侦查活动的实质性举措。目前,对公安派出所侦查活动监督存在理念偏差、信息不畅、手段乏力等问题,对公安派出所的监督应当坚持依法监督原则、有限监督原则,实效性原则,通过加强理念建设、制度建设、平台建设、能力建设,完善提前介入制度、分层处理制度、专项检查制度,构建公检法衔接案件查询平台、基层检察室日常监督平台,对侦查活动违法行为有效预防、及时发现、有力整改,实现对公安派出所侦查活动监督的规范化、网络化和专业化。

The procuratorial organ acts as the legal supervisory organ of the state and performs the statutory function of supervising the investigation of police station. It is the key task of the procuratorial reform to im-prove the surveillance of the police station, and it is the substantive measure to standardize the investigation of public security organ. At present, there are some problems in the supervision of police station investigation, such as the deviation of the concept, the lack of information and the lack of means. Supervision of police sta-tion should adhere to the principle of supervision according to law, the principle of limited supervision and the principle of effectiveness. Through strengthening the concept construction, system construction, platform con-struction, capacity building, improving the system of early intervention, hierarchical processing system, special inspection system, the construction of public security inspection cases convergence platform, daily supervision platform of the basic procuratorial room, effective prevention of illegal activities, timely detection and effective rectification, we can achieve the supervision of the police station to monitor the activities of the standardiza-tion, grid, and specialization.
