基于省际比较的宁夏债券融资发展研究

The Research on the Development of Bond Financing in Ningxia Based on the Provincial Comparison

本文从地方政府债、金融债和公司信用类债券等方面对宁夏债券融资发展状况进行全面梳理分析,在此基础上,通过构建并计算全国31个省区的债券发展指数,对宁夏三类债券融资的发展程度进行评价。结果显示,宁夏地方政府债发展良好,地方金融债发债保持领先,地方公司信用类债券发展较为滞后。针对公司信用类债券发展落后现状,提出采取深化对债券市场的认识、完善债券融资政策支持体系、积极培育债券市场中介机构、培育发展壮大发债主体等措施,加快债券融资发展。

The paper reviews the development of bond financing in Ningxia from the aspects of local government bonds, financial bonds and corporate credit bonds. On this basis, the paper constructs and calculates a bond development index of 31 provinces and evaluates the development degree of three kinds of bond financing in Ningxia. The results show that Ningxia＇s local government bonds and local financial bonds develop well, but the development of local corporate credit bonds is lagging behind. In view of the backward status quo of the development of corporate credit bonds, the paper puts forward some measures such as deepening the understanding of the bond market, perfecting the bond financing policy support system, actively cultivating the bond market intermediaries and fostering the development of bond issuers to accelerate the development of bond financing.
