摘要
完备的国库制度体系是央行履行经理国库职责的重要保障。库款的收纳和支拨涉及部门广,业务种类多,规章制度纷繁复杂。本文从经理国库需调整和规范有关部门关系着眼,分析现有国库制度体系中存在的问题,分层次和类别提出完善国库制度体系的建议。
A complete state treasury system is the important guarantee for the central bank to fulfill the responsibilities of man-aging the state treasury. The state treasury business involves many departments, and there are various and complicated regulations.From the perspective that managing the state treasury needs to adjust and standardize the relationship among relevant departments,the paper analyzes the existing problems in current state treasury system, and puts forward suggestions on perfecting the state trea-sury system from different levels and categories.
