公共产品PPP供给模式应替代政府供给模式吗?

Should Government Supply Mode of Public Goods Replaced by PPP Supply Mode?

如今,社会公民对公共品的需求日益增长,传统的政府单一提供模式已使得政府不堪重负。从PPP的国外实践来看,运用PPP可有效缓解这些矛盾和问题。在不完全契约理论的视角下,通过理论模型将基础设施项目的 PPP模式提供与传统政府提供模式进行比较,本文从效率角度揭示了PPP模式的适用范围,并为PPP模式的应用提出了一些政策建议。最后,模型还指出若具体决策的官员存在与政府目标不一致的私人目标,采用PPP模式可有效避免无效的决策造成资源浪费等问题。

Nowadays,the increasing demand for public goods has brought the government great pressure if applying only the traditional government supply model. From the perspective of foreign PPP practice,the use of PPP can effectively alleviate these contradictions and problems. Under the perspective of incomplete contract theory,from the perspective of incomplete contract theory, this paper compares the PPP supply mode of the infrastructure project with the traditional government supply model. This paper reveals the application scope of the PPP model from the point of efficiency, and puts forward some policy suggestions for the application of the model. Finally,the model also points out that if decision-making officials work with private goals, which is inconsistent with government target, the PPP model can effectively avoid the waste of resources and other issues caused by invalid decision.
