How to Understand Social Policy:An Interpretation of Welfare Ideology

一直以来,社会政策被视为工业化发展到一定阶段的客观产物,但是透过西方学者有关福利意识形态与社会政策的相关研究可以发现,福利意识形态对理解社会政策的变迁具有非常强的合理性与有效性。福利意识形态指导社会政策的制定,社会政策则反映福利意识形态的价值取向。受此启发,文章因循福利意识形态的变化,将新中国成立以来的社会政策发展分为以经济为本的社会政策和以人为本的社会政策这两个阶段。

Social policy has always been regarded as the objective product of the development stage of industrialization. However, through the study of the relationship between welfare ideology and social policy by western scholars, it is found that welfare ideology is very reasonable and effective in understanding the change of social policy. Welfare ideology guides the formulation of social policy, and thus social policy reflects the value orientation of welfare ideology. Based on the views above, the paper divides the social policy development since the founding of our country ac-cording to the change of our country？ s welfare ideology into two stages： economy-oriented social policy and people-oriented social policy.
