关于疾病预防控制机构卫生防疫津贴发放的调查研究

Investigation and Study on the distribution of health and epidemic prevention subsidies for the prevention and control of disease prevention and control institutions

目的了解内蒙古自治区疾病预防控制机构卫生防疫津贴发放情况,为有关部门制定和调整相关政策提供依据。方法采用普查的方法,调查全区疾病预防控制机构防疫津贴状况。结果所有职工享受政策的调查单位比例为84.21%;单位支出卫生防疫津贴经费人均1 709元;按出勤天数固定发放的调查单位比例为87.60%;认为津贴标准低,激励作用弱的单位70.5%。结论现行的津贴标准明显偏低,不能满足当前公共卫生形势和任务的变化需要,不能激励队伍建设和人才培养,建议卫生防疫津贴给予提高。

Objective To understand the situation of health and epidemic prevention subsidies for public health professional institutions in the Inner Mongolia Autonomous Region, and to provide basis for the relevant departments to formulate and adjust the relevant policies. Methods To investigate the status of the disease prevention and control institutions in the whole region by the census method. Results All the workers enjoy the proportion of survey units for 84.21% units of expenditure policy; health and epidemic prevention funds allowance 1709 yuan per capita; the proportion of survey units issued 87.60% fixed days attendance allowance; think of low standard, weak incentive effect of unit 70.5%. Conclusion The current subsidy standards are obviously low, can not meet the current public health situation and the task of changing needs, can not motivate the team building and personnel training, the proposed health and epidemic prevention subsidies to improve.
