Systematically Administering the Party： the Radical Policy of Strict Self-governance of the Party in Every Aspect

新形势下制度治党必须坚持依法依规治党，要把权力关进制度的笼子里，要用制度从严管理干部。要优化顶层设计，全面推进依法治党；要瞄准关键少数，紧盯主要领导加强监督；要构建监督体系，优化监督机制；要提高广大党员依法办事的素质和能力。

Under the new situation, administrating the Party systematically, we must insist on governing the Party according to the law severely, exercise power within the cage of regu- lations, and manage the cadres strictly according to the system. Meanwhile, we must opti- mize the top-level design, push the ruling of the Party by law,aim at the key and core members, strengthen supervision of primary leadership, construct the supervision system, and optimize the surveillance mechanism to improve the quality and ability of Party members to act according to law.
