以人民为中心视角下的广西农业现代化研究

A Study on Agriculture Modernization in Guangxi Province from the Perspective of People-centered

经济建设要坚持以人民为中心,把人民视为经济发展的最终目的和归宿。广西发展农业现代化必须坚持农民的主体地位,将农民的发展作为农业现代化的出发点和落脚点,实现农民生产方式、生活方式、思维方式的现代化。面对农民收入水平和受教育水平低、集约生产意识薄弱、缺乏自我发展能力,农村基础设施落后,农村扶贫助贫进展缓慢,产业化经营落后,劳作环境恶化等问题,应以精准扶贫促进农民增收,增强农民自我发展能力和创新能力;推进农村教育、医疗、社会保障等事业发展,满足农民的公共服务需求;搭建农村产权交易平台,鼓励农民进行集约化、产业化经营。

Economy development shall stick to the People-centered mindset, namely economy development aims to improve the quality of people life ultimately. During the production of modernized agriculture, farmers are the core, the most active and brisk factors. Gnangxi Province must adhere to farmers as major players to develop agriculture modernization, and to take the development of farmers as both our motivation and ultimate goal, what＇s more to develop the agriculture modernization with people-centered. The relationship between the development of people and productiveness is sufficient and necessary, which requires that one on hand to advance the agriculture modernization will satisfy the needs of farmers to grow, on the other hand farmers is the core and source of power of agriculture modernization. Specifically, first and foremost, to enhance the ability of farmers to grow, and to realize the modernization of production; secondly, to meet the public service requirement of farmers in order to realize the modernization of farmers lifestyle; last but not least, to cultivate a mindset of product/on intensification in order to realize the modernization of farmers mindset.
