南京国民政府时期的政治宣传与乡村整合——以抗战前江苏省保甲宣传为例

Political Propaganda and Rural Integration in the Period of Nanjing National——A Case Study on the Propaganda of Baojia System in Jiangsu Province before the Anti-Japanese War

政治宣传是国家和政党进行政治动员和整合社会的重要手段。在保甲制度推行过程中,为了消除民众对保甲的疑惧与抵制的情绪,强化其对保甲制度的信仰,达到乡村整合的目的,抗战前江苏省政府与教育团体运用了由宣传形式、宣传内容和宣传策略构成的宣传机制。该保甲宣传增强了民众对保甲制度的认知,有利于保甲制度的推行;同时,它也为政府官员等深入农村和了解农村提供了一种渠道,一定程度上改善了政府与民众的关系。此外,它还推动了民族国家意识在乡村社会的传播,为抗战动员作了心理准备。抗战前江苏省保甲宣传所面临的困境,正是近代以来国家权力扩张与社会经济结构之间矛盾的反映。

Political propaganda is an important means of political mobilization and social integration of countries for political parties. In the process of the implementation of Baojia system, the Jiangsu provincial government and education community before the Anti-Japanese War adopted the propaganda mechanism composed of propaganda form, content and strategy to eliminate people＇s doubts and fears and boycott mood over the Baojia system, strengthen their faith in it and achieve the purpose of rural integration. The propaganda of Baojia system had enhanced the public perception of the Baojia system and promoted the implementation of the Baojia system. At the same time,it also had provided a channel for the government officials to deep into the rural areas and understood it,which to some extent improved the relationship between the government and people. In addition, it had promoted the spread of the national consciousness in rural society and psychologically prepared for the Anti-Japanese War Mobilization. The dilemma in the propaganda of Baojia system in Jiangsu Province before the Anti-Japanese War reflected the contradiction between the expansion of state power and social economic structure.
