基于机遇和挑战谋略发展和安全——比较中解读《国家网络空间安全战略》

National Cyberspace Security Strategy: a comparative study

《国家网络空间安全战略》从机遇和挑战、目标、原则和战略任务四个方面阐明了中国关于网络空间发展和安全的重大立场,是中国网络空间安全工作总的指导方针。本文从制定背景、战略目标、原则和战略任务四个战略基本要素方面,全面分析了我国网络安全战略,并与美国的《网络空间国际战略》和俄罗斯有关网络安全的战略——《俄罗斯联邦信息安全学说》相关要素进行了比较;认为布局安全的同时谋略发展,捍卫网络主权的同时又推动实现和平共享,是我国网络空间战略最鲜明的优势和特色。

China recently released its ＂National Cyberspace on cyberspace security from four aspects, i.e., opportunities Security Strategy＂, which expounded China＇s position and challenges, goals, principles and strategic task. It is a general guidehne for China＇s cyberspace security work. In this paper, the author makes a comprehensive analysis of China＇s cyberspace security strategy from four aspects, i.e., the background, strategic objectives, principles and strategic tasks, compares with the United States ＂International Strategy for Cyberspace＂ and Russian Federation information security doctrine. At the same time, it constitutes the most distinctive characteristic of China＇s cyberspace strategy that it puts the development and security of cyberspace, as well as cyber sovereignty and peaceful information sharing on an equal footing.
