中国油气监管机构集约化改革探讨

Analytical proposal to reform the Chinese oil and gas regulatory agency

当前中国油气产业正面临新一轮改革,市场化和生态安全是此次改革的核心命题之一。国家石油公司的转型定位将从根本上改变现行油气监管制度中政府和国家油气企业的关系,生态优先的目标则将油气企业的环境责任提升到新高度。中国油气产业经济关系的变化要求深化油气监管制度顶层设计改革。建议借鉴美国加利福尼亚州的做法,以集约化为目标,采用分权下的集权监管模式,整合油气监管权力配置,建立独立、专业的油气监管机构,强化政府的监管职能。监管机构集约化还表现在监管人员素质、工作方式和监管内容的专业化,专业化是监管效能的根本保障。

The current China＇s oil and gas industry is facing a new round of reform, with two core missions, marketization and ecological security.The transformation of the national oil company will fundamentally change the relationship between the government and oil and gas enterprises in the current oil and gas regulatory system.The ecological priority objective will advance environmental responsibility to a higher level.The change of economic relations in oil and gas industry will deepen the top design reform of the oil and gas regulatory system.The paper suggests taking the California example as reference to adopt the separation of powers under the centralized supervision mode, integrate allocation of oil and gas regulation, establish independent and professional oil and gas regulatory agencies, and strengthen the government＇s regulatory functions.The intensification of regulatory agencies is also shown in quality of the supervisors, working mode, and the professionalization of supervision that is the basic guarantee of regulation efficiency.
