2016年,受油价持续低位运行影响,资源国政府持续推进油气行业改革,加快推进能源行业的结构性调整;供给端保持减税,消费端税负有所增加;扩大油气开放领域,增加对国内外资本的吸引力。2016年巴黎协定生效,绿色、低碳发展成为全球能源发展的共识。受油价影响,清洁能源发展速度减缓,但从长期来看,清洁能源仍然是全球共同的发展方向。当前各国政府将继续支持清洁能源的发展,但支持的方式正在发生变化。

In 2016, the governments of resource countries continued to promote the reform of oil and gas industry and accelerated structural adjustment of energy industry under the uninterrupted low oil price.Tax of the supply side was cut continually while tax of the demand side increased at some extents.Meanwhile, the opening of oil and gas fields was expanded to attract domestic and foreign capitals.In 2016, the Paris Agreement came into effect, which indicates green and low-carbon development has become the consensus of global energy development.Affected by low oil prices, the pace of the development of clean energy has slowed down.However, clean energy is still a common direction of development in the world in the long term.At present, governments continue to support the development of clean energy but the supportive way is changing.
