区域建设用海规划环境影响评价管理政策分析

Research on the Management Policy of Environmental Impact Assessment of Sea Area Use Planning for Regional Construction

对区域建设用海规划环境影响评价研究进展、管理现状进行了分析,总结了其突出特征,指出当前区域建设用海规划环境影响评价存在缺乏成熟的技术规范、规划与环评脱节、公众参与机制薄弱、缺乏动态跟踪机制等方面的问题,并有针对性地提出了完善区域建设用海规划环境影响评价管理的政策建议。

On the basis of evaluating and analyzing the management situation of environmental impact assessment of sea area use planning for regional construction, we summarized its prominent features, and pointed out that there are many problems in the progress of management, such as lack of technical specifications, insufficient public participation,and lack of the dynamic tracking mechanism, etc. In the end, we proposed some strategies to improve the management of environmental impact assessment of sea area use planning for regional construction.
