城乡一体化目标下边疆民族地区农村基层组织建设研究评述

A summary review of the construction of the rural grassroots organizations in the ethnic minority borderland in the perspective of urban-rural integration

学者们对农村基层组织建设的研究一直热情不减,一致认为边疆民族地区农村基层组织建设在社会主义新农村建设,加强和改进党的执政基础,全面推进小康社会建设,维护边疆繁荣稳定等方面意义重大。为此,围绕农村基层组织建设的现状、存在问题,新农村背景下如何建设,与大学生村官的关系,与反贫困策略的实施,取消农业税后建设等方面,选取社会管理、公共服务、乡村治理等视角进行研究。并提出要从思想建设、领导班子建设、队伍建设、优化组织结构、制度建设等方面实现创新发展。

The scholars concerned have shown a lasting interest in the study of the construction of the rural grassroots organizations, and hold that the rural grassroots organizations in the ethnic minority borderland play a significant role in the construction of a new socialist countryside and a well-off society for all, the improvement of the Party＇s ruling foundation, the borderland prosperity and stability, etc.. This paper discusses the current situation and existing problems of the construction of the rural grassroots organizations, their relationship with college-student village leaders, the implementation of poverty-eradication projects, the tax-free rural construction in the perspectives of social management, public services, and rural governance and so on. It also advocates the innovative development in terms of moral education, the training of the leaders and employees, and the optimizing of the organizational and institutional structures.
