Shanghai should establish and improve the overall objectives of the city＇s comprehensive management system and mechanism in accordance with the modern international metropolis,highlight the administration according to law,deepen reform and innovation,focus on capacity construction,focus on constructing the system of urban management administrative law enforcement with clear powers and responsibilities,service first,management optimization,law enforcement norms,speed up efforts to crack down on the problems of urban management and law enforcement,and constantly improve the comprehensive management level of megalopolis,so as to promote the formation of a comprehensive urban management pattern,which is based on law and fine science.
