政府在开放数据运动中的角色定位被引量：3

摘要本文通过分析政府开放数据的政策目的,研究政府在开放数据价值实现过程中应当扮演怎样的角色:如何释放开放数据潜能,如何吸引利益相关者参与。文章认为在现行的政府开放数据运动推动中,政府应该要意识到通过政府数据的开放,第一个受益者应该是政府自身。国际上探讨Government 2.0时重点强调政府即平台的概念,开放数据在此扮演的是基础骨干的角色,是连结一切的关键。
