供给侧结构性改革下的小城镇公共服务设施优化配置研究——以安徽省坛城镇为例

The Optimal Configuration Research of Public Service Facilities under Supplyside Structural Reform:A Case Study of Tancheng Town of Anhui Province

公共服务设施的合理配置因关系到广大人民的生产生活福祉而日益受到广泛重视。在供给侧结构性改革进程中,对人口分散、经济欠发达的小城镇地区的公共服务建设造成了很大影响。针对小城镇公共服务供给的现状特征及问题,本文结合供给侧结构性改革对小城镇公共服务配置的要求,以实证研究的方法,研究安徽省蒙城县坛城镇在公共服务配置上的布局、内容、标准,形成"点轴放射、分级配置"的公共服务设施配置优化策略,以期对广大小城镇地区的公共服务设施配置提供借鉴。

The reasonable allocation of public service facilities is connected with the production and life wellbeing of mass people, so it has attracted more and more attentions. In the process of supply-side structural reform, such allocation exerts a great impact on the public service constructions of small town areas that have scattered populations and underdeveloped economy. This paper is based on the current features and problems of the small town public service supply, and it bears in mind the supply-side structural reform requirements on allocation of small town public service. Taking the approach of empirical research, this paper probes into the layout, content and standards of public service allocation in Tancheng town of Mengcheng county of Anhui province, so as to develop an optimization strategy for public service facility allocation that features ＂point-axis radiation and hierarchical configuration＂. As a result, this can be served as a reference to the public service facility allocation in many big and small town areas.
